Breaking News: Ulrich Wants $1.3-Million Tax Break. Developer David Ulrich reportedly is seeking tax breaks that would cost local government about $1.3-million in connection with his South Block construction. He had said prior to construction when he was courting city approval for his plans, that he would not seek tax breaks but would pay his fair share of local taxes on the project. Mr. Ulrich's change in position came out at a meeting of the Niagara County Industrial Development Agency Thursday, October 13th.

What appears headed for the major accomplishment of the still-young administration of Lockport Mayor Mike Tucker, is well underway along Main and Walnut Streets in downtown Lockport! The "South Block"---former home of Williams Brothers and other "core" downtown Lockport businesses from pre-1960's---is being rebuilt after years of political stalling, legal disputes, developer non-performance and community frustration. When the Tucker Administration acted promptly after taking office to re-assign the vacant "South Block" property (between Pine and Locust Streets that borders Main and Walnut) it went to local developer, David Ulrich.

Ulrich had already been responsible for numerous successful downtown redevelopment and wasted no time in starting construction in the summer of 2005. The views of that construction as seen in the October 2005 photographs on this page tell a story of multiple stores facing out on an inner courtyard and possible access also from Main Street and maybe even Walnut. Mr. Ulrich has been quiet in his public comments on the project.
