The City of Lockport provides collection of most waste items, paid for by the taxpayers. Collection of most items is on a certain day each week. Check with your neighbors or with City Hall to learn which day is specified for your address. Do not place garbage out before 5 p.m. of the day before scheduled pickup. There is a limited sorting of waste required by the city waste generator (resident).
Garbage & Most Household Trash
Must be secure from possible effects of wind, birds, and animals. This usually means placed in the covered plastic or metal trash can. Large heavy duty 33-gallon and larger trash bags may be acceptable but it is the residents' responsibility that their integrity of the container is maintained. The smaller light-weight kitchen garbage bags are not satisfactory for placement at the curb unless they are contained within a larger heavy-duty bag or, preferably, in the covered plastic or metal trash can. City WILL NOT accept oil, paint or other chemicals as part of regular refuse pickup. Paint with can covers removed and allowed to dry hard will be accepted. Beverage bottles with deposits should be retuned to the grocery retailer for recycling and for return to you of the deposit money. Other glass, metal, and plastic containers used for food products and be plastic in the regular trash. If you wish to recycle certain glass, metal, and plastic items you may take them (yourself) to the City Recyling Bins located on Chestnut Street, off Market, behind the Super Duper Market, near the rail tracks. Lockport does not have mandatory recycling of such material.
Container weight must not exceed 50 pounds.
Paper and Cardboard
Lockport has mandatory recycling and separate collection of most paper good waste. This material is collected on the same day as the regular trash (but by a different truck and a different time). It must be laid out at the curb separate from the regular trash.
Newspapers, cardboard (unsoiled) and magazines are collected every week. Newspapers and magazines should be placed in a paper bag or tied in a bundle. Cardboard should be flattened and tied if it is too large to be placed into the paper bag. Pizza boxes or other soiled paper or cardboard should be placed with the regular garbage. Cardboard bundles must not exceed 4 feet in length.
No debris should ever be placed in cardboard boxes!
Large Item Disposal
"White goods" such as stoves, refrigerators, large appliances, etc. should be placed at the curb. You may call 433-1267 for details. Refrigerators MUST have the refrigerant removed and be so tagged before they can be disposed of. When purchasing a new appliance, it is recommended that you arrange with the retailer for the removal of your old white goods.
Old lumber: Remove all nails, cut into 4-foot lengths, tie together and place at curb. If work is being performed by a contractor, ask them to remove the old debris.
Tires must be disposed of at City garage after receiving a permit from the City Clerk's Office at a nominal fee. DO NOT place tires at the Curb. They will not be picked up.
Yard Waste
Grass and yard waste should be placed in an OPEN container at the curb on your regular garbage pickup day. In the fall, you should check your local media for pickup schedule and procedure which may vary at this time of large amounts of leaves. Large limbs should be placed butt end to the curb for pickup. Please call 433-1267 if you have an excessive amount of tree trimmings. If work is being performed by a lawn service, ask them to remove lawn and tree trimming debris.
CITY OF LOCKPORT INFORMATION FOR DOG OWNERS
LICENSING: All dogs, six months or older, must have a rabies vaccination and a New York State dog license. Failure to obtain a license or to renew a license is a violation of law and may result in a court appearance and fine.
LEASH LAW: All dogs must be restrained by a leash not exceeding ten feet in length while off the owner's property. Running at large prohibited.
BARKING: Any person owning or harboring a dog shall not allow it to disturb the peace of any person.
DOG WASTE: Any person owning or being in charge of any dog shall not allow it to defecate upon any public property or upon any private property without the express permission of the owner of said property, unless all feces deposited by such dog are immediately disposed of by the owner of the dog or person in charge in a safe and sanitary manner.

NOTICE TO OCCUPANTS AND OWNERS
Cleaning Of Sidewalks
Pursuant of Chapter 158-17 of the City Code of the City of Lockport, all persons shall, by 5:00 pm every afternoon, remove the snow and ice from the public sidewalks in front, on either side or in the rear of the premises owned or occupied by them. Failure to remove the snow and ice from said public sidewalks may result in the city causing the removal of the obstruction, with the owner or agent of the lot or premises liable for the expense.

The City of Lockport has a child curfew law which makes parents or guardians liable for arrest should the child be found roaming the streets after curfew. The law is enforced by the Police Department. Several arrests per month are common.
Youths 16 years of age and younger are not allowed to loiter on City Streets between 11:00 p.m. and 6:00 a.m. If you have questions about a specific situation, call the Police Department.
No parking on city streets is allowed between 2:00 a.m. and 6:00 a.m. at any time of the year. In winter, during a snow emergency, parking on streets may be further restricted.
It is the responsibility of residents and visitors to arrange for their own off-street parking. There are a limited number of city-owned off-street parking lots in residential areas. Use of these lots is by paid permit only. Inquire to the police department.
City Zoning Law also prohibits parking on front lawns, the city right-of-way between sidewalks and the curb, and in any way that blocks sidewalks or driveways.
