This example of Victorian and Queen Anne architecture has been a landmark on Locust Street for over a century. It was built in 1891 by former Lockport Mayor, Thomas Oliver. In 1924 it was purchased by a group of women as a retirement home and was named "Locust Haven," a designation several generations recall it by. Slowly it grew tired with age and maintenance slipped. In 1966 the adjacent First English Lutheran Church purchased it but the decline continued. The church group changed the name to "Luther Haven." In the final years of the 20th century the church began restoration. Today it enjoys a renaissance in appearance both inside and out.

The church now uses the house as a community building which they rent out for meetings, receptions, weddings, and exhibitions. The structure is on the State and National Register of Historic Places.
